2023 Flexible Spending Account
Ozaukee County has partnered with Diversified Benefits Services (DBS) to administer our flexible spending accounts. Information regarding Diversified Benefits Services can be found at: Diversified Benefits Services Link
Flexible Spending Account (Must work a minimum of 30 hours per week to participate in both health and dependent care FSA accounts)
Flexible Spending Accounts (FSAs) are authorized under the IRS code and allow employees to pay for qualifying medical, dental, vision and dependent care expenses on a tax-free basis. Eligible employees determine the amount they want to contribute to their Health Care FSA or Dependent Care FSA. The amount chosen by employees is automatically deducted pre-tax (meaning before FICA, federal and state taxes) from each paycheck during the plan year. There are 26 pay periods each year.
We will remain with Diversified Benefits Services (DBS) as our Flexible Spending Account vendor in 2023.
- The 2023 Maximum Health Care FSA election is $3,050 and the 2023 Maximum Dependent Care Election is $5,000.
- Employees that participate in FSA will have their deductions taken on a pre-tax basis and will have the opportunity to save approximately 30% in taxes. Please see the worksheet below to calculate your approximate savings.
- Employees enrolled in Health Care FSA in 2023 can roll over up to $610.00 into 2024. Claims from 2022 must be submitted by March 31, 2023 to be reimbursed. If the carryover funds are not used for prior plan year expenses, participates will not lose it. The carryover amount will remain and can be used for the next years (2023) expenses.
- Once an employee enrolls in FSA they cannot cancel until the following year unless there is a qualifying event such as a marriage, birth of child, loss of health insurance coverage, then a change can be made to your account within 30 days of the event.
- Employees who enroll in Health Care FSA in 2023 can roll over up to $610.00 into 2024.
- Eligible claims received Friday’s by 9:00am will be reimbursed the following Friday.
- You can be reimbursed either through direct deposit or by having a check mailed to you.
- Employees enrolling in the FSA account with DBS will receive a debit card which is good for 5 years. Employees currently enrolled in the FSA plan with DBS will NOT receive a new debit card

If I enroll can I cancel during the year?
- Once an employee enrolls for the calendar year they cannot cancel until the following year unless there is a qualifying event such as a marriage, birth of child, loss of health insurance coverage, etc.. then a change can be made to your account within 30 days of the event.
How will I be reimbursed?
You can receive your reimbursement through either direct deposit or by having a check mailed to your home. Please see the Claims Filing Options Information and the Flexible Spending Account Important Information forms listed below for additional information.
When Will I Receive My Reimbursement?
- Eligible claims received Friday by 9:00am will have reimbursements released the following Friday.
How much will I be reimbursed for Mileage Expenses under the Health Care Flexible Spending Accounts?
The rate is $.18/mile for care incurred between 1/1/2023 and 6/30/2022. The rate is $.22/mile for care incurred between 7/1/2023 and 12/31/2023.
