Justice Center, Room 232 1201 S. Spring Street Port Washington, WI 53074 0905 -The Veterans Service Commission met in open session. Secretary Brown noted that the meeting had been properly posted. Commissioners Helm, Putzbach and Richards were in attendance. County Administrator Tom Meaux was also in attendance. 0905 - Approval of the previous meeting’s full minutes was deferred to the closed session, a copy of the previous meetings minutes were provided to the commissioners. 0906 – Public Input, Mr. Meaux addressed the VSC and thanked them for their service top the county. 0907– Election of Chairperson for the coming year was held. Helm nominated Al Richards, seconded by Putzbach. There being no further nominations, a unanimous ballot was cast for Richards. 0910 - A review of the current budgets for the Veterans Relief Commission and the Veterans Service Office was held. Discussion was held on the roll-over of remaining funds in the Veterans Relief account to the general fund at the end of any fiscal year. Discussion followed regarding status of the Veterans’ Memorial Flag Fund. 0915 – A discussion followed regarding the re-dedication of the Veterans Memorial. 0930 –A discussion was held regarding the FY’07 budget as well as a recap of the FY ’06 budget. 0935 - Secretary Brown briefed the Commissioners on Federal Legislation and upcoming State Legislation. 0940 – Secretary Brown briefed the VSC on the upcoming Stakeholders Conference to be held by WDVA, and their intended Legislative Agenda for the next session of the State Legislature. 0944 -Commissioner Helm made a motion; Putzbach seconded the motion to close the OPEN Session and go to CLOSED session. A unanimous vote followed. The OPEN Session recessed at 0945 A.M. 1002 - The Commission re-convened in OPEN Session. 1003- The Commission discussed proposed future meeting dates. It was decided by general consensus that the next meeting of the Veterans Service Commission would be held in May of 2006, with the 15th as the most likely date. The Commissioners will check their calendars and verify their availability. 1006 - There being no further business to come before the Commission, Commissioner Helm moved that the meeting be adjourned, Commissioner Putzbach seconded the motion, a unanimous vote was cast Meeting adjourned at 10:07 A.M. Mr. Stephen W. Castner was killed by a roadside bomb while on convoy escort duty. VSC agreed to go down to the County War Memorial to review options for the addition of another memorial stone. 0910 - A review of the current budgets for the Veterans Relief Commission and the Veterans Service Office was held. Secretary Brown was tasked with contacting monument companies to solicit bids, so level of fund-raising can be determined. 1025- The Commission discussed proposed future meeting dates. It was decided by general consensus that the next meeting of the Veterans Service Commission would be held in November, 2006, on a date that will meet everyone’s calendars. The Commissioners will call Secretary Brown with proposed dates. 1030 - There being no further business to come before the Commission, Commissioner Helm moved that the meeting be adjourned, Commissioner Putzbach seconded the motion, a unanimous vote was cast Meeting adjourned at 10:30A.M. Discussion was held regarding the continuing trend of the Wisconsin Department of Veterans Affairs to increase staffing at the executive level. All of these staff additions impact the Veterans Trust Fund, and are not adding to the productivity of the Department at the "service" level. Secretary Brown brought several items to the attention of the commission regarding both the "good" and the "bad" items included in the proposed budget. Secretary Brown briefed the Commissioners on Federal Legislation that is pending.
