2019 Open Enrollment

Open Enrollment for 2019 starts on Thursday, November 8, 2018 and ends Friday, November 16, 2018 at 5:00pm.  Employees working 30 or more hours weekly are eligible for health insurance.  All changes and completed forms must be received in the Human Resources Department by 5:00 pm on Friday, November 16, 2018.  

Why is Open Enrollment Important?

Open Enrollment is the only time you can make changes to your health benefit elections unless you have a “qualifying event” such as marriage, divorce, birth, etc…

During Open Enrollment, you can:

Add eligible dependents to the health, dental and/or vision plan.

Remove dependents from the medical, dental and/or vision plan.

Cancel your existing coverage by notifying Human Resources Benefits Manager in writing.

Enroll in the health, dental, vision plans if you previously waived coverage.

Enroll in the 2019 Flexible Spending Plan.

Attend an Open Enrollment meeting at one of the following times and locations:

If you are not making any changes to either your health, dental, or vision insurance you do NOT need to re-enroll with the County's new insurance, WCA GHT.  Your coverage will be automatically electronically transferred from WPS to WCA GHT for coverage. However, if you are enrolled in the health, you will receive an enrollment audit in the mail from the WCA Group Health Trust (GHT) that must be completed and returned to:  WCA Group Health Trust, 18550 W. Capitol Drive, Brookfield, WI 53045, or FAX (262) 781-0026.

Submit all completed forms to Human Resources by 5:00pm on Friday, November 16, 2018 

What’s New in 2019

Changing Health Insurance Carriers from WPS to Wisconsin Counties Association – Group Health Trust (GHT)

Some minor health insurance plan design:

Prescription Copays:

Current:   $0/value; $10/generic; $25/brand name; $50/brand name non-formulary                                         

Proposed: $0 value; $10/generic; $30/brand name formulary; $60/brand name non-formulary; $100/specialty

Emergency Room Copay:

Current Copay: $150

Proposed Copay: $250

Non-Emergency Advanced Imaging Copay

Current Copay: $0

Proposed Copay: $100

Oz Health Clinic will be closing effective December 31, 2018.  

Oz HealthClinic Services will still be available at no cost at the Port Washington Aurora Clinic.  Employees utilizing the clinic do not requireany affiliation with Aurora and the clinic will refer to non-Aurora providers, just as the Oz Health Clinic had.

Flexible Spending:

A flexible spending account (FSA) is a tax-advantaged account that allows employees to use pre-tax dollars to pay for qualified medical (Health FSA) or dependent care expenses.  During Open Enrollment, you choose how much money you want to contribute to an FSA for the upcoming plan year. You will be able to access these funds throughout the year for qualified expenses. Wage Works administers both the Health and Dependent Care Flexible Spending accounts for Ozaukee County.

Enrolling in a Health FSA or Dependent Care FSA:

If you plan to enroll in Flexible Spending(Health FSA or Dependent Care FSA), you must submit an enrollment form to Human Resources for 2019.  

Enrollments from 2018 do not automatically rollover into 2019.

The annual Health Care maximum Amount is $2,650.

The annual Dependent Care amount is $5,000.


Carryover for 2019

Federal guidance permits employees to carry over unused amount of up to $500 for expenses in the next year and still contribute up to $2,650 annually.  If you have funds remaining in your medical flexible spending account in 2018 those funds will automatically carryover, up to $500 into 2019.
